1、新闻要素：不可忽略5W1H。（Who、What、When、Where、Why、How）
2、新闻构成：题、文、图、表。
3、题：简要、突出、吸引人。
4、文：导语100至200字：开宗明义，人事时地物。
5、主体300至500字：深入浅出，阐扬主旨。
6、结语100字：简洁有力，强调该新闻的意义与影响，或预告下阶段活动。
7、图：视需要加入有助于读者理解的图片。
8、表：视需要加入有助于读者理解的表格。
9、写作要律：具有新闻价值、正确的格式、动人的标题。
简洁切要的内容、平易友善的叙述、高度可读性、篇幅以1至2页为宜（一页尤佳）。
写作技巧：清晰简洁、段落分明、使用短句、排版清爽。
切忌偏离事实、交代不清、内容空洞。
一篇好的新闻稿除了必须具有新闻价值、把握主诉求与正确的格式外，行文应力求简洁切要，叙述应有事实基础，文稿标题则以简要、突出、吸引人为原则，用字要避免冷僻艰深，以提高文稿的可读性。
此外，篇幅也不宜长篇大论，一般以1至2页为原则，必要时可以加入图表，增加文稿的专业性，切忌内容空洞、语意不清、夸大不实。
倒金字塔结构是绝大多数客观报道的写作规则，被广泛运用到严肃刊物的写作中，同时也是最为常见和最为短小的新闻写作叙事结构。
内容上表现在在一篇新闻中，先是把最重要、最新鲜、最吸引人的事实放在导语中，导语中又往往是将最精彩的内容放在最前端；而在新闻主体部分，各段内容也是依照重要性递减的顺序来安排。
犹如倒置的金字塔，上面大而重，下面小而轻。
此种写作方式是目前媒体常用的写作方式，亦即将新闻中最重要的消息写在第一段，或是以“新闻提要”的方式呈现在新闻的最前端，此种方式有助于媒体编辑下标题，亦有助于阅听人快速清楚新闻重点。
基本格式（除了标题）是：先在导语中写一个新闻事件中最有新闻价值的部分（新闻价值通俗来讲就是新闻中那些最突出，最新奇，最能吸引受众的部分），比如一场球赛刚刚结束，观众/读者/听众们最想知道的是结果，或者是某个球员的发挥情况，就先从这里写起。
其次，在报道主体中按照事件各个要素的重要程度，依次递减写下来，最后面的是最不重要的。
同时注意，一个段落只写一个事件要素，不能一段到底。
因为这种格式不是符合事件发展的基本时间顺序，所以在写作时要尽量从受众的角度出发来构思，按受众对事件重要程度的认识来安排事件要素。
把最重要的写在前面，然后将各个事实按其重要性程度依次写下去。
正金字塔式此种写作方式刚好与“倒金字塔式”相反，是以时间发生顺序作为行文结构的写作方式，依序分别是引言、过程、结果，采渐入高潮的方式，将新闻重点摆在文末，一般多用于特写。
折衷式又叫新华体。
此种写作方式为“倒金字塔式”、“正金字塔式”的折衷，亦即，新闻中最重要的`讯息仍然在导言中呈现，接著，则依新闻的时间性或逻辑性叙述。
我们国家的新闻报道一般是遵循时间顺序，但是这种“讲故事”的写法已经不适合受众的阅读习惯（一般人没有时间听你讲长篇大论），所以“新华体”在吸收中外新闻报道之长的情况下诞生了。
基本格式（除了标题）是：先把事件中最重要的部分在导语中简明地体现出来。
其次，在第二段进一步具体阐述导语中的这个重要部分，形成支持，不至于使受众在接受时形成心理落差。
因而，第二段实际上是一个过渡性段落。
再次，按照事件发展的时间顺序把“故事”讲下来。
平铺直叙式顾名思义，此种写作方式就是注重行文的起、承、转、合，力求文字的流畅精准。
对教师组织而言，由于时常必须发表对特定教育政策、事件的看法，此种写作方式反而适合组织在发表声明时使用。
最近很流行一种叫做“华尔街日报体”（DEE）的格式，这个格式的主要特点就是在文首特写新闻事件中的一个“镜头”，一般是以一个人的言行为主，从而引出整个的新闻报道，比如央行关于房贷要加息的消息，新闻报道就可以从一个普通市民的住房贷款行为写起，比较能贴近实际，贴近群众，贴近生活。

Chinese vice premier stresses production safety
Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.
Zhang visited the site of the Sept.
8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.
"The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson, " he said.
The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.
A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.
He also demanded local authorities have a scientific outlook on development.
Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.
