  At a moment when our economy is growing, our businesses are creating jobs at the fastest pace since the 1990s, and wages are starting to rise again, we have to make some choices about the kind of country we want to be.

  Will we accept an economy where only a few of us do spectacularly well? Or will we build an economy where everyone who works hard has a chance to get ahead?

  That was the focus of my State of the Union Address-middle-class economics. The idea that this country does best when everyone gets their fair shot, everyone does their fair share, and everyone plays by the same set of rules. This week, I will send a budget to Congress thats built on those values.

  Well help working families paychecks go farther by treating things like paid leave and child care like the economic priorities that they are. Well offer Americans of every age the chance to upgrade their skills so they can earn higher wages, with plans like making two years of community college free for every responsible student. And well keep building the worlds most attractive economy for high-wage jobs, with new investments in research,infrastructure,manufacturing, and expanded access to faster internet and new markets. We can afford to make these investments.

  Since I took office, weve cut our deficits2 by about two-thirds-the fastest sustained deficit1 reduction since just after the end of World War II. We just have to be smarter about how we pay for our priorities, and thats what my budget does.

  It proposes getting rid of special interest loopholes in our tax code, and using those savings3 to cut taxes for middle-class families and reward businesses that invest in America. It refuses to play politics with our homeland security, and funds our national security priorities at home and abroad.

  And it undoes4 the arbitrary, across-the-board budget cuts known as "the seq

  quester5" for our domestic priorities, and matches those investments dollar-for-dollar in resources our troops need to get the job done.

  Now, I know that there are Republicans in Congress who disagree with my approach. And like I said in my State of the Union Address, if they have ideas that will help middle-class families feel some economic security, Im all in to work with them.

  But I will keep doing everything I can to help more working families make ends meet and get ahead. Not just because we want everyone to share in Americas success-but because we want everyone to contribute to Americas success. Thats the way the middle class thrived in the last century-and thats how it will thrive again.

  but one hundred years later, the negro still is not free. one hundred years later, the life of the negro is still sadly crippled by the manacles of segregation and the chains of discrimination. one hundred years later, the negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. one hundred years later, the negro is still languished in the corners of american society and finds himself an exile in his own land. and so weve come here today to dramatize a shameful condition.

  in a sense weve come to our nations capital to cash a check. when the architects of our republic wrote the magnificent words of the constitution and the declaration of independence, they were signing a promissory note to which every american was to fall heir. this note was a promise that all men, yes, black men as well as white men, would be guaranteed the "unalienable rights" of "life, liberty and the pursuit of happiness." it is obvious today that america has defaulted on this promissory note, insofar as her citizens of color are concerned. instead of honoring this sacred obligation, america has given the negro people a bad check, a check which has come back marked "insufficient funds."

  I believe the role of humanism in today’s technological world is to guide technological development to respond to human need in a benevolent way.

I witnessed the quick response from modern technology when people inside yushu called people outside for help with their mobile phones. Very soon the whole world was responding whole heartedly.   Recent advances in earthquake detection and rescue technology have been developed in response to the need to save lives quickly.

  Consider advances in green food technology, guided by the need for clean natural food and to protect the environment;

  Advances in water conservation and purification, guided by the need for clean drinking water and for crops and livestock;

  advances in delivering education to everyone, especially the use of video and the internet for distance learning;

  advances in medicine, especially affordable medicine for AIDS sufferers in Africa;

  and advances in building technology guided by the need to keep people safe and warm.

  All these are the result of responding to human needs with kindness and caring and guiding technology for the benefit of mankind.

  When I think about the world of advanced technology today, I think of my home, the remote and harsh environment of the Tibetan Plateau, and farmers living in tents with solar energy that they use to power their lights, TV, computers and to improve their lifestyle. I think of farmers talking on their mobile phones, discussing the weather patterns, the cost of food, community news and events. They even talk about Steve Jobs. The train to Lhasa, itself a wonderful engineering feat, brings modern medicine and education to these remote areas. The communities are now interlinked and connected, one of the most basic human needs.

  Human beings have a need to be connected, to be safe to be cared for in times of trouble and hardship.

  The development of technology must be guided by these needs. If this is not so, then the development of technology is in the hands of mean and, greedy people. The focus of technological development would be wars and weapons, fraud the misuse of information, and the exploitation of people, such as cheap labor.

  It can only be humanism which provides the guidance we all need for a better world.

  And it is you, who have the responsibility to use the technology wisely, to spread the kindness and caring.
