As a most important industrial center for North China, her hundreds of factories and joint ventures with foreign companies manufacture a wide range of topgrade and high-tech products or consumer goods. Many of these products have attained or surpassed world levels. Markets and department stores, big or small, are well-stocked with all kinds of goods, which are high in quality but low in price.

  But in the old days,Tianjin used to be a poor and backward city characteristic of semi-colonialism and semi-feudalism. The few rich persons lived in luxury houses while the majority of the working people lived in old, shabby huts or buildings on narrow and muddy streets. The working class led a very miserable life.

As is vividly shown in the cartoon, at least five patients are staying in one hospital who are injured because of jay-walking, driving after drinking and disregarding of the laws. If we take a closer watch, it is of little difficulty to find that one police is patiently explicating the traffic laws to one injured person, sitting at a wheel chair which is pushed by one nurse.

  There is no doubt that it describes a common phenomenon in our society that traffic problems are increasingly severe. What might trigger this affair(For my part, the following two are of utmost importance.) For one part, the general public have failed to realize the importance of abiding by the traffic regulations and laws(and a big deal of the attention have been distracted by the so-called“great affair”). Once some drivers easily disregard the traffic signals, so do other drivers who intend to obey the laws. Moreover, the current state of affairs depicted in the drawing, may have been encouraged, though not justified, by the lack of severe legal penalty. If someone does disorderly parking or drive under the influence of alcohol, the punishment is not so harsh that the drivers could afford to learn a heavy lesson from the fine. (If we let this situation continue as it is, ultimately, our society will suffer a great destruction.)

  It is advisable for us to take steps to reverse this current evil trend. On one hand, we should cultivate the awareness of people that everyone needs to reflect on his or her uncivilized conducts and strengthen his self-discipline. On the other hand, it is high time that more severe and sound laws and regulations should be introduced to harness and curb this matter. Only in this way, can we crack the hard nut and embrace a bright future.

  A study with animals in the Proceedings of the National Academy of Sciences shows that alcohol abuse in adolescence leads to a lifetime of poor decision-making skills. Karen Hopkin reports.

  We all know that drinking can cloud judgment. That’s why you should never e-mail an ex after you’ve had a few. But for teenagers, doing dumb things now because of alcohol may be just the start. Because research with animals suggests that drinking during adolescence can set you up for a whole lifetime of bad decisions. The study is in the Proceedings of the National Academy of Sciences.

  People who abuse alcohol when they’re young don’t always make good choices as adults. But it’s been unclear whether the drink gives them the stupids, or whether folks prone to poor choices are predisposed to drink.

  One way to tackle the question is by studying alcohol intake in animals, like rats. But rats don’t like to drink. So to make the alcohol more palatable, scientists infused it into a tasty “gel matrix”. Yes, the researchers gave teenage rats Jello shots. And the animals’ decision-making ability stayed impaired well into adulthood…as measured by their tendency to chase after rewards with associated high risk rather than taking a sure thing. So, young party animals, remember the words of Faber’s Dean Wormer: “Drunk and stupid is no way to go through life, son.”—Karen Hopkin.

Just about the last thing that we should do is to wait until their troubles have escalated in adolescence and then attack them with the provisions of the new Criminal Justice Bill.

  If this bill becomes law, magistrates will have the power to impose residential care orders. More young people will be drawn into institutional life when all the evidence shows that this worsens rather than improves their prospects. The introduction of short sharp shocks in detention centers will simply give more young people a taste of something else they don’t need;the whole regime of detention centers is one of toughening delinquents, and if you want to train someone to be anti-establishment, “I can’t think of a better way to do it,” says the writer of this report.

  The Cambridge Institute of Criminology comes up with five key factors that are likely to make for delinquency: a low income family a large family, parents deemed by social workers to be bad at raising children, parents who themselves have a criminal record, and low intelligence in the child. Not surprisingly, the factors tend to overlap. Of the 63 boys in the sample who had at least three of them when they were ten, half became juvenile delinquents—compared with only a fifth of the sample as a whole.

  Three more factors make the prediction more accurate: being judged troublesome by teachers at the age of ten, having a father with at least two criminal convictions and having another member of the family with a criminal record. Of the 35 men who had at least two of these factors in their background 18 became persistent delinquents and 8 more were in trouble with the law.

  Among those key factors, far and away the most important was having a parent with a criminal record, even if that had been acquired in the distant past, even though very few parents did other than condemn delinquent behavior in their children.

  The role of the schools emerges as extremely important. The most reliable prediction of all on the futures of boys came from teachers’ ratings of how troublesome they were at the age of ten. If the information is there in the classroom there must be a response that brings more attention to those troublesome children: a search for things to give them credit for other than academic achievement, a refusal to allow them to go on playing truant, and a fostering of ambition and opportunity which should start early in their school careers.
