China's current family planning policy violates"Constitution of the PRC"Article XXXIII: "any PRC citizen is equal before the law" , in terms of reproductive rights,to divide the citizens of the PRC into two types: the first type,belonging to any ethnic group whose population is less than 10 million,can have two,three or even unlimited children; the second type,belonging to any ethnic group whose population is more than 10 million,can have only one child,in special circumstances,have two children.
It is the PRC population and Family Planning Commission Led by Li Bin which put the provisions violating the Constitution into reality.
In the first group, the number of children per woman is more than two,can ensure the gradual growth of population;
In the second group,the number of children per woman is less than two,can ensure the gradual shrinkag of population.
